On August 1, 2026, the State Administration for Market Regulation (CNCA) issued Announcement No. 13 of 2026, announcing that the State Administration for Market Regulation and CNCA have recently adjusted the implementation requirements for compulsory product certification of electronic toilets, electric blankets, electric heating pads, and similar flexible heating appliances. The new version of the rules further details the requirements for quality assurance, product consistency, sampling inspection, and post-certification supervision of manufacturing enterprises, and will be used for conducting CCC certification activities from October 1, 2026.
Electronic toilets, electric blankets, electric pads, and similar flexible heating appliances are household electrical appliances closely related to consumers' personal safety. Among them, electronic toilets have been officially included in the CCC certification catalogue since July 1, 2025. As products frequently used for heating in winter, the electrical safety and fire resistance of electric blankets, electric pads, and similar flexible heating appliances directly affect the safety of people's lives and property. This revision adheres to a problem-oriented and goal-oriented approach, closely integrating with the industry characteristics, safety features, and production processes of the products. The new regulations clarify the quality assurance capabilities of manufacturing enterprises and the key points of product consistency control, strengthen post-certification supervision, refine sampling inspection requirements, implement more scientific classification management for enterprises, cover the entire CCC certification chain, and ensure that all relevant parties involved in certification activities fulfill their responsibilities.
1. Independent and meticulous management
Electronic toilets are subject to the "Implementation Rules for Compulsory Product Certification - Electronic Toilets (Trial)" (CNCA-C07-20:2026);
Electric blankets/electric pads are subject to the "Implementation Rules for Compulsory Product Certification - Electric Blankets, Electric Pads, and Similar Flexible Heating Appliances (Trial)" (CNCA-C07-19:2026).
2. Further upgrading of the responsibility system
The main responsibility is solidified:Clarify the compliance requirements for certification bodies, laboratories, and manufacturing enterprises throughout the entire product lifecycle, and delineate the boundaries of responsibilities for all parties involved.
Payment guidelines: It is strictly prohibited for intermediaries and other non-certified parties to participate in factory inspections. Certification fees must be paid directly by the certification client, producer, or manufacturing enterprise to the designated certification body or designated laboratory.
3. Comprehensively strengthening supervision
Increase the frequency of supervision and inspection, and raise the proportion of unannounced flight inspections;
Make sampling inspection a regular practice, and stipulate that two consecutive supervision and inspections should not be conducted in the same laboratory.
4. Refinement of enterprise management and control requirements
Mandatory internal self-inspection: Enterprises are required to conduct regular self-inspections on their quality assurance capabilities and product consistency.
Process management standardization: Introduce new key process control requirements and unify production process inspection standards.
Rigidization of personnel participation: It is stipulated that the top management or authorized representative must participate in the opening and closing meetings of factory inspections.
This adjustment primarily restricts the production, certification, and testing processes, and does not necessitate the replacement of old products at home from October 1st. CCC certification certificates that have been issued and remain valid can continue to be used. When purchasing new products, consumers should focus on checking the CCC mark, producer information, product model, and instructions for use, and avoid purchasing electric heating products with unknown sources or unauthorized modifications; if an electric blanket shows signs of damage or abnormal localized heating, it should be discontinued immediately.
