Morocco implements conformity assessment for imported industrial products under the Product and Service Safety Law No. 24-09. Except for a few products subject to destination inspection at Moroccan borders, all regulated industrial products must generally undergo pre-shipment conformity assessment in the exporting country and obtain a Certificate of Conformity (CoC).
Morocco implements conformity regulation for imported industrial products in accordance with the Law on Product and Service Safety, Law No. 24-09. Except for a few products that undergo destination port inspection at the Moroccan border, other regulated industrial products are generally required to complete conformity assessment in the country of export before shipment and obtain a CoC (Certificate of Conformity).
1. Currently, the conformity assessment bodies recognized by Morocco include SGS, Bureau Veritas, Intertek, TÜV Rheinland, and others. The CoC is an important document for the import customs clearance of the relevant regulated goods.
The product information for this batch shows:
- Product: LED Panel Light
- Brand: /
- Manufacturer: /
- Model: /
- Quantity: /
- Country of Origin: China
- Certification Route: Route A
Route A is typically applicable to suppliers making first-time exports, infrequent exports, or those who have not yet completed product registration. The evaluation process generally includes document review, test report review, and on-site inspections or sampling tests arranged based on risk analysis.
2. Which Moroccan standards are applicable to LED panel lights?
LED panel lights are primarily regulated by the following two Moroccan technical regulations:
- Decree No. 2573-14: Safety Requirements for Low Voltage Electrical Equipment
3. According to the installation method and usage scenarios of the product, common lighting safety standards include:
The official Moroccan list clearly includes general lighting safety, fixed lights, recessed lights, and road lighting fixtures within the scope of mandatory standards separately.
Special attention should be paid to the fact that the `NM EN 60598-2-3` listed in the customer information mainly targets road and street lighting fixtures. If the RD.PNL is an indoor ceiling recessed panel light, the more common combination should be:
> NM EN 60598-1 Standard for recessed luminaires NM 06.7.082
If the product is a surface-mounted fixed panel light, it may apply to:
> NM EN 60598-1 Standard for fixed general luminaires NM 06.7.081
herefore, standards cannot be determined solely based on the English product name “LED Panel Light.” Before applying, it is necessary to confirm whether the product is recessed, surface-mounted, or intended for road lighting, and submit photos of the product structure, installation manual, and specifications for final confirmation of the standard scope by the certification body.
Additionally, the Moroccan authorities explicitly require technical files to reflect Moroccan NM standards. Providing only a CE certificate or listing only EU EN standards in the report cannot automatically replace Moroccan requirements; if the NM standard is equivalent to the EN standard, a corresponding NM/EN standards table can be prepared.
4. What Test Reports Are Recommended to Prepare?
For LED panel lights, it is recommended to prepare the following reports:
1. Safety Test Report for the Luminaire
- Structural safety
- Protection against electric shock
- Grounding continuity
- Insulation resistance
- Electrical strength
- Temperature rise
- Heat resistance and fire resistance
- Dust and water protection rating
- Mechanical strength
- Durability of markings
2. Safety Report for the LED Driver
- Input and output parameters
- Insulation and creepage distance
- Abnormal operation
- Short-circuit and overload protection
- Temperature rise
- Withstand voltage
3. EMC (Electromagnetic Compatibility) Report
- Conducted disturbances
- Radiated disturbances
- Harmonic currents
- Voltage fluctuations and flicker
- Immunity to electrostatic discharge
- Immunity to surge
- Immunity to fast transient bursts
- Immunity to radio-frequency disturbances
It is best for the reports to be issued by a laboratory with ISO/IEC 17025 qualification, whose scope of accreditation covers the relevant standards. In the SGS Morocco program instructions, reports from ISO/IEC 17025 accredited laboratories under the ILAC mutual recognition arrangement are also listed as one of the main accepted references.
The tested model, product photos, brand, power, driver model, and key components must cover the actual products to be shipped.
5. What labels must the product itself have?
The LED panel light body or nameplate is recommended to at least include:
- Product name
- Brand
- Model
- Rated voltage, for example: 220–240V~
- Rated frequency, for example: 50/60Hz
- Rated power, for example: 36W
- Electric shock protection class: Class I, Class II, or Class III
- IP protection rating
- Manufacturer name or recognizable trademark
- Product batch or production date
- Country of origin: Made in China
- Necessary safety warnings
- Morocco CMIM conformity mark
The CMIM mark must be clear, visible, and durable, and the vertical height of the letter C should in principle be no less than 6 millimeters. It should normally be marked on the product itself; if the nature or size of the product indeed does not allow this, it can be marked on the packaging and accompanying documents.
6. What are the requirements for the instruction manual and outer packaging?
According to Moroccan regulations, user-facing information must be provided at least in Arabic. Technical files can be in Arabic, French, or English, but warnings, installation instructions, and consumer usage information must at least be provided in Arabic. It is recommended that the color box or sales packaging indicate:
- Product name in Arabic, French, or English
- Brand and model
- Product image
- Rated voltage, frequency, and power
- Color temperature, such as 3000K, 4000K, or 6500K
- Luminous flux
- IP rating
- Installation method
- Dimensions
- Manufacturer name and address
- Moroccan importer name and address
- Made in China
- Production date or batch number
- CMIM mark
- Installation instructions and safety warnings in Arabic
- Applicable warnings like for indoor use only, non-dimmable, etc.
- Barcode or product traceability code
It is recommended that the outer carton indicate:
- LED PANEL LIGHT
- Brand and model
- Power and color temperature
- Quantity per carton
- Net weight, gross weight
- Outer carton dimensions
- Carton number
- Batch number or production date
- Made in China
- Manufacturer or exporter information
- Moroccan importer information
- Transport marks such as moisture-proof, this side up, fragile
The brand, model, and power on the product nameplate, color box, instruction manual, test report, commercial invoice, and packing list must be completely consistent.
7. What documents are required for a CoC application?
Route A usually requires:
- CoC application form
- Proforma invoice or commercial invoice
- Packing list
- Product specification sheet
- Product photos
- Nameplate photos of the product
- Color box and outer carton marks
- Arabic or Arabic/French manual
- Lamp safety test report
- LED driver power test report
- EMC test report
- List of key components
- Circuit diagram, structural diagram
- Morocco declaration of conformity
- Correspondence table of NM standards with EN/IEC standards
- Certificate of origin
- ISO 9001 certificate, if available
- Draft bill of lading or shipping documents
- Information of Moroccan importer
The Moroccan technical file should also include product description, design and manufacturing drawings, list of components and materials, list of applicable standards, risk control description, design calculations, and internal inspection results. Relevant technical files should, in principle, be kept for 10 years.
8. What is mainly checked during on-site inspection?
Inspection personnel generally focus on checking:
- Whether the actual quantity of goods matches the invoice and packing list
- Whether the brand, model, and power match the test report
- Whether the product appearance and structure are consistent with the application materials
- Whether the nameplate is firm, clear, and durable
- Whether the `Cم` mark is correctly used
- Whether the product indicates rated voltage, frequency, power, and IP rating
- Whether the color box and outer carton display the country of origin
- Whether Arabic instructions and warnings are provided
- Whether the information on the product, color box, outer carton, and manual is consistent
- Whether the packaging is intact and free from damage, moisture, or mixing
- Whether key components such as LED driver, power cord, and terminals match the report
- Randomly selecting products for power-on and basic function checks
- Sending samples to the laboratory for testing if necessary
The Moroccan authorities summarize import inspection into four stages: document review, physical inspection, sampling, and market access. Physical inspection involves checking quantity, brand, country of origin, certification marks, packaging, labeling, and the condition of the goods.
9. Common Non-Compliance Issues
When handling CoC for LED luminaires in Morocco, common issues include:
- Only having CE, without the Moroccan CMIM mark
- Test reports not reflecting NM standards or not providing a standard comparison table
- Report model not consistent with shipment model
- Panel lamp usage not matching the selected part 2 of standard 60598
- LED driver model not consistent with the report
- Product lacks Arabic warnings or instructions
- Nameplate missing voltage, frequency, power, or manufacturer information
- Model on color box, outer carton, and invoice inconsistent
- Applying for CoC only after the product has been loaded or shipped
- Goods not fully produced or insufficient packaging quantity during inspection
- Using test reports that do not cover power supply, PCB, or critical components
