The Australian EESS (Electrical Equipment Safety System) is a mandatory compliance registration for specific electrical equipment. Electrical products listed in the public directory must comply with the requirements of Australian/New Zealand AS/NZS standards and be certified by the electrical safety authority designated by the Joint Accreditation Register. It aims to ensure that consumers in Australia and New Zealand can access safe electrical products, with unified market standards and product traceability. If you wish to import electronic products or manufacture and sell them locally in Australia, EESS registration must be completed.

Product Scope

Voltage Range: AC 50V–1000V and DC 120V–1500V;

able Scenarios: Designed/marketed for household and personal use, including some commercial scenarios;

Exclusions: Industrial equipment, heavy machinery, and other non-household products。

Core requirements under EESS jurisdiction

Household electrical equipment sold within the scope of compliance in the EESS jurisdiction 

(implemented states/territories in Australia and Zealand) must meet the following mandatory requirements:

1）Responsible supplier qualifications: Must be an Australian / New Zealand entity, hold an ABN (AU) or IRD (NZ) number

and complete business registration in the EESS national database.

2）Product compliance declaration: The responsible supplier must sign a compliance declaration, committing that the

product complies with AS/NZS safety standards andESS regulations.

3）RCM mark: Products must clearly display the RCM compliance mark in accordance with AS/NZS 4417.1/4417. standards.

4）Tiered registration and documentation: Complete the corresponding registration according to the risk level,

retain compliance documents, and accept regulatory inspections.

5）Fee payment: Pay the EESS registration annual fee as required.

Risk Levels and Compliance Requirements

Level 1 (Low Risk): Refers to electrical equipment not listed as Level 2 or Level 3, with typical including USB 

chargers, simple small appliances, etc.Compliance Requirements: Products must display the RCM mark, 

retain English compliance documents (kept for 5 years), and be associated with a legally supplier.

Level 2 (Medium Risk): Refers to explicitly defined medium-risk equipment, with typical products including

lighting, power extension cords, fans, etc.Compliance Requirements Products must display the RCM mark, 

mandatory registration in the EESS database must be completed, and a compliance folder must be prepared 

(retrievable within 10 days).

Level 3High Risk): Refers to explicitly defined high-risk equipment (56 categories in total), with typical 

products including induction cookers, 

vacuum cleaners, washing machines, portable power supplies,

Compliance Requirements: Products must display the RCM mark, mandatory registration in the EESS 

database is required, and they must hold a Certificate of Conformity (CoC) issued by Australia or New Zealand.

Qualifications and Entity Requirements

1. Responsible Supplier:

Must be an Australian/New Zealand entity holding an ABN (AU) or IRD (NZ number;

Must complete business registration in the EESS database, pay the annual fee, and sign a declaration of compliance.

2. Compliance Documents:

All products must comply the corresponding AS/NZS safety standards;

Level 2/3 products require test reports issued by JAS-ANZ or NATA accredited laboratories;

Compliance documents must be retained for  years for easy retrieval by regulators.
