I. Basic Regulations

1. EU Toy Safety Directive (2009/48/EC): Specifies general requirements for the physical, chemical, hygienic, and electrical safety of toys.

2. Low Voltage Directive (LVD, 2014/35/EU): Covers electrical equipment with a rated voltage of 50-1000V AC or 75-1500V DC.

3. Electromagnetic Compatibility Directive (EMC, 2014/30/EU): Ensures that toys do not generate excessive electromagnetic interference.

4. RoHS Directive (2011/65/EU): Restricts the use of hazardous substances (lead, cadmium, mercury, etc.).

II. Core Technical Requirements

1. Electrical Safety

Insulation Protection: Live components must have double insulation or reinforced insulation (Class II toys) to prevent electric shock.

Temperature Rise Limit: The temperature of motors, battery compartments, and other parts must not exceed the limit (e.g., plastic parts ≤70°C).

Battery Safety:

Removable batteries must have polarity marked (+/-);

Non-removable batteries must be sealed to prevent leakage;

Compliant with IEC 62133-2:2017 lithium battery standard.

Charging Protection: The charger must have overvoltage/overcurrent protection, and the interface must comply with EN 60320 standards.

2. Mechanical and Physical Safety

Structural Strength: Wheels, shells, etc., should not crack after tensile/torque tests (refer to EN 71-1).

Hazardous Edges and Corners: Corner radius ≥2mm to avoid the risk of cuts.

Rope Length: Functional rope length ≤22cm to prevent strangulation risks.

3. Chemical Substance Control

Heavy Metal Migration: Lead ≤90mg/kg, Cadmium ≤75mg/kg (EN 71-3:2019 A1:2021).

Phthalates: The total amount of six plasticizers including DEHP/DBP/BBP ≤0.1% (REACH Annex XVII).

Mercury Content in Batteries: Mercury content in button batteries ≤2% (except RoHS exemption clauses).

4. Fire Resistance and Heat Resistance

Material Flame Retardancy: Plush fabric must comply with EN 71-2 Class A (vertical burn rate ≤ 30mm/s).

Laser Radiation: If containing a laser source, power ≤ 0.7mW (Class 1 laser safety rating).

5. Labels and Instructions

CE Mark: Minimum height ≥ 5mm, clearly and permanently marked on the product or packaging.

Warning Statement: "Warning: Only for use by children over [age] years."

Battery Type, Charging Parameters (Voltage/Current), Compatible Charger Type.

Traceability Information: Manufacturer name, address, batch code.

4. Certification Process

1. Self-assessment: Conduct internal testing based on the standards above and prepare the technical documentation (Technical File).

2. Third-party testing: Entrust GTS Global One, a professional and reputable testing organization, to carry out type testing.

3. Sign the DoC: The manufacturer issues the Declaration of Conformity (DoC) for the EU.

4. Affix the CE mark: Place the CE mark on the product and packaging, and provide a user manual.

5. Cooperate with market supervision: Keep the technical file for at least 10 years to comply with customs or market inspections.

Precautions

1. Age Classification: Design differentiated functions for children of different age groups (e.g., small parts prohibited for children under 3 years old).

2. Remote Control Toys: Additionally comply with RED wireless directives (such as WiFi/Bluetooth modules).

3. Update Tracking: Pay attention to EU RAPEX notifications and promptly correct design defects.
