The standard for general safety requirements and test methods for stationary fitness equipment (children's stationary fitness equipment is not included) involves precision of stationary fitness equipment, classification definitions of usage locations, stability, safety clearance, durability, manuals, labels, and other general safety requirements and test methods. All stationary fitness equipment entering the EU market must meet these requirements. The new standard EN ISO 20957-1:2013 will have new changes in load testing, heart rate measurement, manuals and labels for heart rate control modes. At the same time, the relevant requirements in the fitness equipment field will be further improved.

Equipment Definition and Scope of Application

Clarifying the core differences between treadmills and walking pads and the boundaries of policy coverage is the fundamental premise for compliance.

Core Equipment Definition

1. Although both types of equipment are used for indoor stationary exercise, there are significant differences in function, design, and applicable scenarios:

Traditional Treadmill: Positioned as a "comprehensive fitness experience," it features a sturdy frame, core configurations including a spacious running belt, stable frame, safety handrails, and a fully functional console (such as heart rate monitoring, workout mode adjustment, etc.), requires a fixed dedicated space, and is suitable for moderate to high-intensity running and comprehensive fitness needs.

Walking Mat:

Positioned as a 'space-saving lightweight exercise solution,' it features a minimalist design, with core characteristics being thin, foldable, and portable, only supporting walking and light jogging.

It does not require a dedicated fixed space and is an ideal choice for small apartments, rental homes, and other small-space scenarios.

2. Scope Excluded by Policy

This policy only applies to treadmills and walking mats. The following categories are not covered:

- Fitness equipment other than treadmills (such as spinning bikes, ellipticals, rowing machines, etc.)

- Equipment after-sales accessories (such as treadmill lubricants, replacement belts, anti-slip mats for walking mats, etc.)

- Related supporting furniture (such as storage racks for fitness equipment, exercise support seats, etc.)

Applicable Laws, Regulations, and Standards

Amazon requires that all treadmills and walking pads must undergo professional testing and must 100% comply with the following standards, without exception:

CE mark on product labels and packaging (proving the product meets EU safety, health, and environmental requirements)

Electrical and electronic equipment waste mark on product labels (i.e., "WEEE mark", used to regulate electronic waste recycling)

Compliance document requirements

Compliance documents are the core evidence proving that a product meets standards and must be submitted with complete and valid materials as required.

Specifically, they are divided into three categories: "basic documents," "supplementary documents for special scenarios," and "declaration of conformity".

1. Basic Required Documents

All treadmills and walking pads must submit one of the following documents:

Option 1: A test report issued by an ISO 17025 accredited laboratory (which must clearly demonstrate that the product meets all applicable standards mentioned in Section 2 of this document)

Option 2: An EC type certificate issued by an EU notified body (covering all regulatory and standard requirements applicable to the product)

2. Supplementary Documents for Special Scenarios

For specific types of equipment, additional specialized documents must be submitted:

Walking pads without emergency stop devices / without handrails: A risk assessment report issued by an ISO 17025 accredited laboratory must be submitted,

including a detailed description of potential hazards caused by the 'lack of emergency stop / handrails' (such as falls, inability to stop immediately, etc.),

and an explanation of how the product meets basic health and safety requirements through other design features (e.g., non-slip running belt, low-speed limits).

Motor-driven treadmills / walking pads: A risk assessment report conducted according to the EN ISO 12100 standard must be submitted,

focusing on assessing safety risks and preventive measures in motor operation, transmission systems, electrical connections, and other aspects

3. Declaration of Conformity (Core Document)

A formal declaration of conformity must be issued by the manufacturer, brand owner, or importer, and the document must include all of the following elements and be signed by a responsible person:

Low Voltage Directive (LVD) 2014/35/EU (mandatory for all electrical equipment)

Machinery Directive (EU) 2023/1230 or 2006/42/EC (optional for motor-driven equipment, version 2006 allowed before January 20, 2007)

Electromagnetic Compatibility Directive (EMC) 2014/30/EU (mandatory for equipment containing electronic components such as motor controllers, displays, Bluetooth modules, etc.)

Radio Equipment Directive (RED) 2014/53/EU (mandatory for devices with Wi-Fi, Bluetooth, or other wireless functions)

Restriction of Hazardous Substances Directive 2011/65/EU (and amendment directive 2015/863) (mandatory for all equipment, limits the content of hazardous substances such as lead, mercury, etc.)

Registration, Evaluation, Authorisation and Restriction of Chemicals Regulation (EC) No 1907/2006 (REACH regulation, mandatory for all equipment, regulates the use of chemical substances).
