With the continuous improvement of environmental awareness and technological progress, electric scooters and electric bicycles have become a new choice for some people's travel. They are a type of commuting tool that has emerged in recent years and are shared transportation vehicles. Due to their simple operation, environmental friendliness, and high mobility, they are quite popular among young people. However, if you want to export these products to the European Union and the United States, they must meet their certification standards.
1. EU Certification Standards for Electric Scooters and Electric Bicycles
CE certification is a mandatory safety certification in the European Union for toy products. CE certification is a safety certification mark, considered a passport for manufacturers to enter the EU market. In the EU market, the 'CE' mark is a compulsory certification mark. As a region emphasizing environmental protection and quality standards, the EU has relatively strict requirements for electric scooters and electric bicycles. For example, the certification standards for electric bicycles in the EU include CE certification, ROHS certification, WEEE certification, etc., while the certification standards for electric scooters include EMC certification, LVD certification, MD certification, etc.
EN 17128 does not apply to:
1. Vehicles considered toys;
2. Vehicles without a self-balancing seat system;
3. Vehicles intended for racing;
4. Electrically Power Assisted Cycles (EPAC);
5. Vehicles and/or equipment intended for medical use;
6. Electric vehicles designed for speeds over 25 km/h;
7. Vehicles with a rated voltage over 100 VDC or 240 VAC;
8. Vehicles without an onboard driver.
EN17128 Scope of Application:
1) This draft standard applies to personal light electric vehicles, which may or may not have self-balancing systems, powered wholly or partially by a standing power supply.
2) This draft standard applies to vehicles with battery voltages not exceeding 100VDC, and/or integrated battery chargers with input not exceeding 240VAC.
Latest Version of Electric Bicycle Standard EN15194:2017 Released
On May 28, 2017, the latest version of the electric-assisted bicycle standard EN15194:2017 was approved by the European Committee for Standardization. According to the notification, the 2017 version will officially take effect on February 28, 2018, and the current standard EN15194:2009 A1 2011 will expire on February 28, 2019.
EN15194 is the first comprehensive international safety standard for electric-assisted bicycles. Products that pass EN15194 testing can demonstrate compliance with top international levels and have a very positive effect on companies' market expansion.
Main components of the EN15194 standard:
1. Mechanical safety standard: Tested according to bicycle standards (EN14764:2005).
2. Electromagnetic compatibility (EMC) standard: Aims to ensure the safety of people using hearing aids or pacemakers while riding motorcycles, cars, or electric-assisted bicycles. Since July 2009, all electric-assisted vehicles sold in the EU market must pass the EMC test of the new EN15194 standard.
3. Electrical safety standard: Involves requirements for circuits, batteries, wiring, and power control on the street
2. U.S. Certification Standards for Electric Scooters and Electric Bicycles
The U.S. certification standards for electric scooters and electric bicycles are relatively complex, including FCC certification, UL certification, EPA certification, DOT certification, CARB certification, etc. Among them, FCC certification is necessary, because all electronic products entering the U.S. market must pass FCC certification.
If you list products such as adult bicycles, children’s bicycles, or electric vehicles on Amazon U.S., you must upload the 16 CFR 1512 test report, otherwise Amazon may delist your products or impose fines and other penalties.
According to Amazon requirements, all bicycles must be tested and comply with the following specific regulations or standard requirements:
Product Regulations/Standard Requirements
Bicycles:
16 CFR Part 1512 (Bicycle Requirements)
Children's Bicycles:
16 CFR Part 1512 (Bicycle Requirements);
CPSIA 101 (Lead);
16 CFR Part 1501 (Small Parts Test)
Electric Bicycles:
16 CFR Part 1512 (Bicycle Requirements);
ANSI/CAN/UL 2849 (Electric Bicycle Electrical System Standard); or
ANSI/CAN/UL 2272 (Personal Electric Ride System Electrical Standard); or
EN 15194 (European Electric Bicycle Safety Standard)
Note: The 16 CFR 1512 standard does not apply to products such as scooters, self-balancing unicycles, electric skateboards, electric tricycles, etc.
Before testing, provide the following images of the items to be tested: packaging, compliance marks, warning labels, and age grading (if applicable).
The sample sent for testing must be consistent with the product displayed on the detail page.
Amazon may request that you provide the following information at any time, so we recommend that you keep this information in an easily accessible place:
Your company name (if applicable) and seller ID;
Your contact information: email address and phone number;
All bicycles you have listed for sale;
Product and packaging photos of all bicycles you have listed (if applicable). Photos must include all sides of the product and packaging for Amazon's review;
Evidence of compliance with mandatory bicycle labeling requirements (16 CFR Part 1512) — product photos or test reports;
All product descriptions and manuals for all bicycles you have listed;
General Certificate of Conformity (GCC) for all bicycles you have listed;
Testing reports issued by ISO 17025 accredited laboratories confirm that each product has been tested and meets the applicable requirements mentioned above.
Children's bicycles also require:
Evidence of compliance with mandatory tracking label requirements (CPSIA Section 14(a)(5)) — product photos or test reports;
Children's Product Certificates (CPC) for all the children's bicycles you list.
3. Process for Certification of Electric Scooters and Electric Bicycles Exported to the EU and the US:
1. Fill out the application form
2. Provide samples
3. Prepare a quotation contract and have both parties sign and stamp it
4. Conduct sample testing
5. Issue a draft for confirmation to ensure that company name, address, and product information are correct
