United States
CPC Certification: It stands for Children's Product Certificate, applicable to products like plush toys used by children under 14 years old, and is a required certification when entering the U.S. market or selling in the United States.
Mechanical Performance Testing: Includes small parts testing to check whether toys contain small parts that children might accidentally swallow; sharp edges and points testing to detect whether the edges and points of the toy are too sharp; pull testing to check the strength of toy components and structure; compression testing to assess whether the toy generates excessive pressure when squeezed, among others.
Flammability Testing: Also known as fire resistance testing, it evaluates the flame-retardant properties of toy materials to ensure that toys do not spread fire quickly in emergencies such as fires.
Chemical Content Testing: Tests the chemical substances in toys, such as plasticizers, heavy metals, and phthalates, because these substances may affect children's health.
Certification Process: Usually includes selecting a third-party testing agency and filling out an application form, providing product samples, having the laboratory test the samples, issuing a test report after passing the tests, and obtaining the CPC certificate.
FCC Certification: If plush toys contain electronic components, such as electronic sound devices, FCC certification may be required to ensure that the electronic product complies with the technical standards and requirements of the U.S. Federal Communications Commission and does not cause harmful interference with the radio spectrum.
European Union
CE Certification: It is a mandatory certification that products must undergo to enter the European Union and is regarded as a passport for manufacturers to open and access the European market. Products bearing the CE mark can be sold in EU member states without having to comply with the requirements of each individual member country, thereby enabling the free circulation of goods within the EU member states.
EN71 Standard Testing: Plush toys generally undergo CE certification according to the EN71 standard. This standard is the regulatory standard for toys in the EU market and mainly involves testing in the following areas:
EN71-1 Physical Properties: This includes requirements for toy materials, assembly, flexible plastic films, toy bags, glass, expandable materials, edges, metal wires, protruding parts, etc., to ensure that toys do not cause physical harm to children under normal use and reasonably foreseeable misuse.
EN71-2 Flammability: Referring to ISO 6941 textile flammability performance, this tests the flammability of toys, such as beards, tendrils, wigs, masks, and other toys with long hair or similar attachments on the head, as well as soft stuffed toys with long hair or textile surfaces. These toys must meet corresponding flammability requirements to reduce fire risks.
EN71-3 Restricted Substances: This specifies 19 substances that are prohibited in toys, such as aluminum, antimony, arsenic, barium, boron, cadmium, chromium (III), chromium (VI), cobalt, copper, lead, manganese, mercury, nickel, selenium, strontium, tin, organotin, and zinc, with limit requirements to ensure that children do not ingest excessive amounts of harmful elements when in contact with toys.
